Primary Job Duties and Responsibilities (Essential Job Function)

The purpose of this position is to direct the development, administration and interpretation of the FERC Gas Tariffs for Northern Natural Gas and Kern River Gas Transmission. A key element of such direction is that the currently effective transportation and storage rates are designed to ensure full cost recovery while being competitive in the marketplace.


Typical Duties

Plan, direct and coordinate the activities of the department in making tariff filings and other regulatory filings and reports in accordance with FERC regulations. Continually assess the adequacy of the rates and general terms and conditions of the companies' FERC Gas tariffs.

Present expert testimony and exhibits on behalf of the company and represent Northern's and Kern's interests in FERC proceedings related to rates and tariffs.

Supervise the creation, development and gain acceptance of innovative and timely rate and regulatory concepts that support the company's objectives.

Coordinate with key people in the company to develop and maintain a consistent and effective tariff and rate case strategy.

Establish and maintain contacts with federal and state regulators, management and operating people of utilities, customers and other interstate pipelines, outside consultants, and utility industry associations.

Develop strategic and operational plans for control, management and improvement of regulatory capabilities and for ensuring alignment with company goals and objectives.

Participate in the development of the corporate and departmental business plans.

Perform administrative activities necessary for the effective management of the department, including employee safety, selection and development of employees, salary administration, budget administration, employee counseling and motivation, organization goals and objectives, and planning, organizing, integrating, measuring, and reporting the work performed within the department.

Perform any additional responsibilities as requested or assigned.

 

 

Qualifications

 

Bachelor's degree in accounting, business administration or related field; or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)

Advanced degree preferred.

Ten or more years of related regulatory experience, including three years of supervisory/management responsibilities.

Must be a self-motivated individual who is flexible/adaptable in fast-paced environment.

Ability to work productively under pressure and think creatively about solutions to business problems.

Excellent oral and written communication skills, including presentation skills.

Effective analytical, problem-solving and decision-making skills.

Effective interpersonal skills and leadership skills.

Project management skills; ability to prioritize and handle multiple issues and projects concurrently.

Effective interpersonal skills and leadership abilities.
